Joshua Neil Goen, 43, was arrested Monday (December 5) on charges of invasive visual recording, a state felony, according to KAMC. Gaines County sheriff's deputies were sent to Seagraves High School in the mid-November after a student reported the recording device found in the visiting girls locker room after a basketball game.
A statement from Hale Center ISD Superintendent Steven Pyburn revealed the recording device was taken from the visiting girls locker room by a student who thought it was a phone charger left behind by one of her teammates. The next day, an 8th grade student found the device and turned it over to school officials.
An investigation, including the reviewing of Seagraves High School security footage, showed Goen entering the locker room, but he wasn't seen leaving. The camera later showed a girls basketball team showing up for a game. Footage on the recording device revealed an empty locker room and then a girls basketball team entering. A third video was interrupted after the device was unplugged. Other video footage on the device's storage card showed Goen, which an FBI Special Agent was able to positively identify.
"The recording device was placed in a changing room with the intent to record people without their consent," the arrest warrant states. Fortunately, a speaker was placed in front of the recording device, which blocked the view of any girls changing in the locker room.
I found your article very interesting and relevant. I am amazed that young school aged girls take their boyfriends into the changing rooms when they are buying bras! It is sad that for many young people childhood is over far too quickly!
While the law surrounding transgender students continues to evolve, school officials should evaluate requests from transgender students on a case-by-case basis and strive for full inclusion. Installation of privacy curtains in all locker rooms may be a reasonable, cost-effective way to ensure all students are fully included. In the case above, however, such a solution was acceptable to OCR only because the student indicated a desire to change behind a curtain. OCR generally takes the position that the students with privacy concerns, not the transgender student, must change behind a curtain.
LaBahn Arena, opened in 2012, is the home to the Wisconsin women's hockey team along with the men's hockey and swimming and diving locker and team rooms. Women's hockey practices and competes in the 2,273-seat facility, while men's hockey practices in the arena. The arena is connected to the Kohl Center, where the men's hockey team plays, by an underground tunnel and the Southeast Recreation Facility, where the swimming and diving programs practice, by a skywalk.
The hockey locker rooms have a player lounge that features leather couches and flat screen TVs. In addition to its normal locker room, the players have a separate changing room. The student-athletes can study for their next opponent in a theater-style film room.
The men's and women's swimming and diving teams also call LaBahn Arena home, as their team lounge and locker rooms, as well as their physical therapy amenities are all housed on the second level of the facility.
The locker rooms are conveniently located on the south end of the facility, nearest the Southeast Recreational Facility (SERF). A walkway connects the team's facility to the SERF, allowing the team to easily commute back and forth from their practice venue to the locker room area, before and after practices and meetings.

(A) Mechanical rooms, boiler rooms, supply storage rooms, employee lounges or locker rooms, janitorial closets, entrances, and corridors are not areas containing a primary function. Restrooms are not areas containing a primary function unless the provision of restrooms is a primary purpose of the area, e.g., in highway rest stops.

Many of our facilities have locker rooms for changing, showering and storing your items while you are at the Y. Except at those facilities that offer locker rental, all of our locker rooms are for day use only. Please do not leave your belongings in the day use lockers overnight as they will be removed at the end of each day. Locks are not provided. It is recommended that a strong lock be used at all times to secure personal items.
